Paul E. Tierney, Jr. is Chairman of Development Capital, LLC, a family investment firm. He is
also a co-founder and partner of Aperture Venture Partners, a healthcare Venture Capital
Company. Paul served as Chairman of TechnoServe for 27 years, overseeing the
organization’s greatest period of growth and transformation. He was the Co-Founder and Co-
General Partner of Coniston Partners and several other large investment partnerships.
Previously, Paul served for many years as the Managing Director of Gollust, Tierney, and Oliver,
an investment capital management company. He was Chairman of the Board of TW Services
Corp. and D.C. United, a professional MLS soccer team. He has also been a Director of United
Airlines Corp., Liz Claiborne Inc., The Argentine Investment Fund, Prosperity Voskhod Fund,
EarthColor Inc., St. John’s College, Nina McLemore Inc., The Protective Group and Trilantic
Capital Partners. Paul was a Co-Founder, Chairman, and Investment Committee Member of
Fidus Mezzanine Fund. He serves as a member of the Council on Foreign Relations. Paul is a
returned Peace Corps volunteer (Chile), a graduate of the University of Notre Dame (magna
cum laude), and the Harvard Business School (Baker Scholar). He was an Adjunct Professor of
Emerging Markets at Columbia University, and resides in Darien, Connecticut, and Forte dei
Marmi, Italy. His philanthropic activities are conducted through the Tierney Family Foundation.
